Communicate support frequently enough that operational support becomes optional.
Publish commitments to care, recognition and employee well-being through leadership messages, values language and visible campaigns. Keep workload, staffing, rewards and supervisory conditions on their existing track unless a separate business case requires change. Messaging can be deployed immediately; treatment is operationally more complicated.

Claim
Employees form perceived organizational support from accumulated treatment, including fairness, supervisor support, rewards and working conditions; supportive messaging alone is not equivalent to those signals.
Evidence
Perceived organizational support is a well-established construct. Reviews and meta-analytic evidence link fairness, leadership, HR practices and work conditions with employees' beliefs that the organization values their contribution and cares about their well-being. The evidence supports a distinction between communicated support and support inferred from treatment; it does not imply that communication is irrelevant.
