Participation in workplace learning depends on contextual opportunity and support as well as individual motivation; assigning responsibility without time or opportunity can constrain development.
Evidence
Workplace-learning research treats development as an interaction between individual motivation and the surrounding work context. Evidence links learning participation to support, opportunity, self-efficacy and work design. Employee ownership can matter, but it does not remove organizational control over access to time, assignments and developmental resources.
