Retain meetings, metrics and policies that attract no visible dissent. Invite objections in open forums where everyone can observe who raises them. Record silence as alignment and continue the practice unless opposition becomes sufficiently coordinated to qualify as data.

Claim
Employees can privately reject a norm while believing others accept it; silence and misperceived consensus can reinforce each other and stabilize unwanted practices.
Evidence
Organizational research on pluralistic ignorance describes situations in which individuals privately disagree with a norm but infer support from others' public conformity. Employee-silence research likewise shows that fear and futility can make withholding concerns a rational response to hierarchy. The mechanism is self-reinforcing because public silence becomes evidence used to infer consensus.
